What is a Cluster?

During the years, enterprises understood the importance to be competitive in the global market. They can do that through the development of territorial systems and to guarantee this competitiveness it is necessary a common participation of different stakeholders, public and private, involved in research and innovation. According to this principle, Clusters work to involve public and private subjects in different area promoted by MIUR. They aggregate enterprises, universities, research institutions and financial stakeholders under a unique association and they discuss with local, regional and national administrations.

For all these reasons, Clusters represent national excellence. They are permanent structures, a crucial point to elaborate and supply new ideas, to support research politics and to integrate different financial national strategies. Clusters are, moreover, a specific innovation promoted by MIUR. Their final aim is to implement and activate research and innovation strategies, at national and regional level. They would achieve an intelligent specialisation, for all the European Countries that take part to Horizon 2020 Programme.

Our national Clusters work together to focus our limited resources in strategic topics, so Italy should become an interesting actor in the national and international markets.According to MIUR, Clusters represent inclusive and open networking to optimize resources’ use and to obtain results that contribute to the economic growth and to wellbeing of people. If the network systems reduces fragmentations and deletes duplications, it will be possible to achieve benefits. This is an integrated and coordinated system. It focuses on social and competitive challenges and it would rise the competitiveness of industrial enterprises.

The inclusive and representative characteristics of this system are necessary conditions but they are still not enough to identify Clusters as crucial point in the innovation and research process. It is important also the autonomy, the collegiality, the impartiality and the neutrality of Clusters. They assure all this values through the combined participation of actors. Clusters also respect needs and interests of all partners, not only of single sections (industrial, research or public).
